50% of my employers funding come from DHHS. Normally it comes in a lump sum. Years like this, with each CR, we get relatively small chunk at a time. Obviously, we're not earning interest on the lump sum as we do in normal years, etc. etc. I think at this point we're barely scraping by.

I too am of the mindset - come to an agreement and pass this year's budget (It's half over, douchebags.), or shut down. The back and forth is annoying. And as soon as they finish with this, it's onward to FY12. I can hardly wait.
