Operation FALCON nabs 10,000 fugitives

This is all well and good, but here's my problem. Doesn't this make law enforcement look incompetent for letting these criminals run free for so long? Shouldn't they be cooperating all the time, not just special occasions? I can't wait for the spin of how none of this could have been possible without the Patriot Act.

Any excuse to arrest someone from Kentucky or Tennessee is OK in my book.
