Post subject: Convert 24 bit 192 kbps wav file to cd quality

I've got a bunch of wav files that are 24 bit 192 kbps, and I want to convert them down to the normal 16 bit cd quality so I can burn them to an audio cd.
Does anyone have a program, preferably freeware, that can do this conversion? I tried using headac3he, but it only changed it to 16 bit, but the sampling rate was still way too high.

I used a program called Steinberg Wavelab 5. Very very nice wave editor. It was simple with this program, and I'm currently listening to Neil Young's Harvest, ripped from the DVD-A remaster, and resampled down to CD quality, and it is a major sonic improvement over those 1980's mastered-by-monkeys CD's.
