A TIME investigation reveals discrepancies in the FEMA chief's official biographies
Posted Thursday, Sep. 08, 2005 When President Bush nominated Michael Brown to head the Federal Emergency Management Agency (FEMA) in 2003, Brown's boss at the time, Joe Allbaugh, declared, "the President couldn't have chosen a better man to help...prepare and protect the nation." But how well was he prepared for the job? Since Hurricane Katrina, the FEMA director has come under heavy criticism for his performance and scrutiny of his background. Now, an investigation by TIME has found discrepancies in his online legal profile and official bio, including a description of Brown released by the White House at the time of his nomination in 2001 to the job as deputy chief of FEMA. (Brown became Director of FEMA, succeeding Allbaugh, in 2003.)
Before joining FEMA, his only previous stint in emergency management, according to his bio posted on FEMA's website, was "serving as an assistant city manager with emergency services oversight." The White House press release from 2001 stated that Brown worked for the city of Edmond, Okla., from 1975 to 1978 "overseeing the emergency services division." In fact, according to Claudia Deakins, head of public relations for the city of Edmond, Brown was an "assistant to the city manager" from 1977 to 1980, not a manager himself, and had no authority over other employees. "The assistant is more like an intern," she told TIME. "Department heads did not report to him." Brown did do a good job at his humble position, however, according to his boss. "Yes. Mike Brown worked for me. He was my administrative assistant. He was a student at Central State University," recalls former city manager Bill Dashner. "Mike used to handle a lot of details. Every now and again I'd ask him to write me a speech. He was very loyal. He was always on time. He always had on a suit and a starched white shirt."
In response, Nicol Andrews, deputy strategic director in FEMA's office of public affairs, insists that while Brown began as an intern, he became an "assistant city manager" with a distinguished record of service. "According to Mike Brown," she says, "a large portion [of the points raised by TIME] is very inaccurate."
Brown's lack of experience in emergency management isn't the only apparent bit of padding on his resume, which raises questions about how rigorously the White House vetted him before putting him in charge of FEMA. Under the "honors and awards" section of his profile at FindLaw.com — which is information on the legal website provided by lawyers or their offices—he lists "Outstanding Political Science Professor, Central State University". However, Brown "wasn't a professor here, he was only a student here," says Charles Johnson, News Bureau Director in the University Relations office at the University of Central Oklahoma (formerly named Central State University). "He may have been an adjunct instructor," says Johnson, but that title is very different from that of "professor." Carl Reherman, a former political science professor at the University through the '70s and '80s, says that Brown "was not on the faculty." As for the honor of "Outstanding Political Science Professor," Johnson says, "I spoke with the department chair yesterday and he's not aware of it." Johnson could not confirm that Brown made the Dean's list or was an "Outstanding Political Science Senior," as is stated on his online profile.
Speaking for Brown, Andrews says that Brown has never claimed to be a political science professor, in spite of what his profile in FindLaw indicates. "He was named the outstanding political science senior at Central State, and was an adjunct professor at Oklahoma City School of Law."
Under the heading of "Professional Associations and Memberships" on FindLaw, Brown states that from 1983 to the present he has been director of the Oklahoma Christian Home, a nursing home in Edmond. But an administrator with the Home, told TIME that Brown is "not a person that anyone here is familiar with." She says there was a board of directors until a couple of years ago, but she couldn't find anyone who recalled him being on it. According to FEMA's Andrews, Brown said "he's never claimed to be the director of the home. He was on the board of directors, or governors of the nursing home." However, a veteran employee at the center since 1981 says Brown "was never director here, was never on the board of directors, was never executive director. He was never here in any capacity. I never heard his name mentioned here."
The FindLaw profile for Brown was amended on Thursday to remove a reference to his tenure at the International Arabian Horse Association, which has become a contested point.
Brown's FindLaw profile lists a wide range of areas of legal practice, from estate planning to family law to sports. However, one former colleague does not remember Brown's work as sterling. Stephen Jones, a prominent Oklahoma lawyer who was lead defense attorney on the Timothy McVeigh case, was Brown's boss for two-and-a-half years in the early '80s. "He did mainly transactional work, not litigation," says Jones. "There was a feeling that he was not serious and somewhat shallow." Jones says when his law firm split, Brown was one of two staffers who was let go.

Advance Men in Charge
The Federal Emergency Management Agency announced this week that it didn't want the news media taking photographs of the dead in New Orleans. A FEMA spokeswoman talked unconvincingly about the dignity of the dead. But the bizarre demand, a creepy echo of the ban on news media coverage of the coffins returning from Iraq, is simply the latest spasm of a gutted federal agency.
It's not really all that surprising that the officials who run FEMA are stressing that all-important emergency response function: the public relations campaign. As it turns out, that's all they really have experience at doing.
Michael Brown was made the director after he was asked to resign from the International Arabian Horse Association, and the other top officials at FEMA don't exactly have impressive résumés in emergency management either. The Chicago Tribune reported on Wednesday that neither the acting deputy director, Patrick Rhode, nor the acting deputy chief of staff, Brooks Altshuler, came to FEMA with any previous experience in disaster management. Ditto for Scott Morris, the third in command until May.
Mr. Altshuler and Mr. Rhode had worked in the White House's Office of National Advance Operations. Those are the people who decide where the president will stand on stage and which loyal supporters will be permitted into the audience - and how many firefighters will be diverted from rescue duty to surround the president as he patrols the New Orleans airport trying to look busy. Mr. Morris was a press handler with the Bush presidential campaign. Previously, he worked for the company that produced Bush campaign commercials.
So when Mr. Brown finally got around to asking Homeland Security Secretary Michael Chertoff for extra people for Katrina, it wasn't much of a departure for Mr. Brown to say that one of the things he wanted them to do was to "convey a positive image of disaster operations to government officials, community organizations and the general public." We'd like them to stay focused on conveying food, water and medical help to victims.
Political patronage has always been a hallmark of Washington life. But President Bill Clinton appointed political pals at FEMA who actually knew something about disaster management. The former FEMA director James Lee Witt, whose tenure is widely considered a major success, was a friend of Mr. Clinton's when he took office in 1993, but he had run the Arkansas Office of Emergency Services. His top staff came from regional FEMA offices.
Surely there are loyal Republicans among the 50 directors of state emergency services. But President Bush chose to make FEMA a dumping ground for unqualified cronies - a sure sign that he wanted to hasten the degradation of an agency that conservative Republicans have long considered an evil of big government. Katrina has proved that federal disaster help is vital, and that Mr. Brown and his team of advance men can't do the job. What America needs are federal disaster relief people who actually know something about disaster relief.

the last comment got me thinking that it would have been quite interesting if I was part of a conservative discussion board back in the Clinton reign. I can see it now: Thread Title: "Clinton caused AIDS pandemic". At some point you must realize that Mr. Bush isn't responsible for everything in the universe nor are his colleagues wholly incompetent. Anyhoo, carry on.

I'm not sure I'm understanding you. Are you saying that Bush isn't responsible for nominating a monkey to direct FEMA?

As I said in another thread this is a non partisan debate. Bush made a bad appointment - and this isn't political opportunism this is an obvious failure of judgement

Federal Emergency Management Agency director Mike Brown said Monday he has resigned "in the best interest of the agency and best interest of the president," three days after losing his onsite command of the Hurricane Katrina relief effort.
"The focus has got to be on FEMA, what the people are trying to do down there," Brown told The Associated Press.
His decision was not a surprise. Brown was abruptly recalled to Washington on Friday, a clear vote of no confidence from his superiors at the White House and the Department of Homeland Security. Brown had been roundly criticized for FEMA's bearish response to the hurricane, which has caused political problem for Bush and fellow Republicans.
"I'm turning in my resignation today," Brown said. "I think it's in the best interest of the agency and the best interest of the president to do that and get the media focused on the good things that are going on, instead of me."
Brown, who said he last talked to Bush five or six days ago, said the resignation was his idea. He spoke on Saturday to White House chief of staff Andy Card, who did not request his departure, according to Brown.
He said he feared he was becoming a distraction to FEMA's relief effort.
"I came to the conclusion that this was in the best interest of not just the administration and not just me, but FEMA," he said. "They need to be focused on the continuing efforts in the Gulf."
Shortly after Brown was recalled to Washington last week, officials close to the FEMA director said he would likely resign. They said that even before Katrina, Brown had been planning on leaving the administration late this fall to go into the private sector.
